Generally speaking, change happens slowly in a community …. evolution is after all a long-term phenomenon but sometimes massive changes can take place suddenly, dramatically and usually unidirectionally as turning back the clock and returning to how it was is practically impossible.
When these earth shaking changes take place it is quite often due to outside forces .. sometimes natural effects such as devastating earthquakes, floods or other changes that nature forces on us. Sometimes these outside forces can be man made – conflicts, battles or wars. Other times it can be a decision made with just the stroke of a pen, or a new line drawn on a map that changes everything forever.
Very rarely is it a more or less unanimous decision taken by a community that will drastically change the shape and substance of that community forever. A decision taken this week will probably change forever Barga as we know it today. A new Piano Strutturale was approved by the Comune of Barga with not one person on the council voting against it (only one abstention) – change is on the way.
The Piano Strutturale is the first step towards a new Piano Regolatore Generale (the first since 2000) which according to the Mayor of Barga, Marco Bonini, and the l’assessore all’Urbanistica, Alberto Giovannetti is an instrument which will give a new economic boost to the territory.
Among the list of projects aimed at developing the economy in this area are: a new centre for the bus service CLAP down at Mologno, thereby freeing up the present CLAP centre in Barga Giardino for development, new buildings on the Pista Onesti, a road to link the foundry KME to the new bridge at the bottom of the valley (thereby freeing up the main road through Fornaci of all the heavy goods lorries using the foundry entrance) , changes to the Centro Commerciale Naturale di Fornaci and Ponte all’Ania, a road to join the Comune of Barga with nearby Fosciandora.
But all of these changes pale into insignificance when measured up against the plan for a new road joining Barga to the main road at the bottom of the valley. After centuries of being almost forgotten up on the side of the mountain, Barga is about to get connected.
The project is for the construction of a new road from the roundabout close to the new bridge “Puccetti” al Frascone down by the river at the bottom of the valley which was opened to the public just two years ago (article here)
The new road will then rise up close to the restaurant Il Bugno, pass by the hospital and end up going through the Parco Fontanamaggio.
This one road will change life in Barga as we know it today. Without a doubt the speed of life in the city will change as transport backwards and forwards to the city becomes much easier after years of people having to use the winding narrows roads up from Loppia and Mologno…. the same twisting roads that have to a certain extent defended Barga from the worst excesses of the consumer society. Mass tourism has not been possible in Barga as two coaches passing on the Loppia road would have difficulty passing each other at certain bends. Now all of that will be something of the past.
When the bridge was opened two years ago, there were some questions asked as to the positioning, and also about the size of the enormous roundabout on the Fornaci di Barga side of the river which seemed like overplay. Why was such an enormous roundabout necessary for just a road that went in two directions? now all those questions have been answered- it is there to linkup to the new road to Barga.

La nuova strada fra Barga e il ponte sul Serchio al Frascone, il collegamento fra il ponte e lo stabilimento di KME con una bretellina, la viabilità fra Ponte di Campia e Fosciandora: queste le maggiori novità infrastrutturali che si trovano all’interno del nuovo Piano Strutturale approvato dal consiglio comunale lo scorso venerdì. A illustrare il Piano il sindaco di Barga, Marco Bonini, e l’assessore all’Urbanistica, Alberto Giovannetti, nel corso di una conferenza stampa.
Quello approvato dal consiglio è il nuovo Piano Strutturale, il precedente era del 2000, che disegna il futuro di Barga; uno strumento per dare impulso economico al territorio, rappresentando anche la prima fase del Piano Regolatore Generale. Infatti gli uffici comunali stanno lavorando adesso al Regolamento Urbanistico in modo da arrivare nel tempo a dotare Barga di un nuovo Piano regolatore.
Soddisfazione è stata espressa dal sindaco e dall’assessore, sottolineando che il Piano, nel toccare tutte le zone del territorio, imprime nuovo sviluppo a Barga, e come questo sia stato il frutto di una concertazione con aziende, professionisti, organizzazioni, cittadini, forze politiche. Il lavoro per arrivare all’approvazione è stato lungo viste le oltre 60 osservazioni pervenute all’ente (dopo l’adozione la scorsa primavera) e la necessità di realizzare più di 100 carte dettagliate. Inoltre, come evidenziato dal primo cittadino, tutto il lavoro è stato svolto dall’Area Urbanistica ricorrendo a incarichi esterni solo per pochi atti necessari. Un ringraziamento in questo senso è andato al responsabili dell’Area, ing. Daisy Ricci, e ai suoi collaboratori Michela Ceccarelli, Francesca Francesconi e Alessandra Orsi.
Fra le novità illustrate proprio il collegamento fra l’area del Fontanamaggio a Barga (oggi al centro di un enorme progetto di recupero ambientale) e il ponte “Puccetti” al Frascone: una strada di collegamento veloce fra Barga e il fondovalle che nel tracciato parte dall’area del ristorante Il Bugno, passa accanto all’ospedale San Francesco, arriva al Fontanamaggio. Una viabilità che cambia il volto di Barga, utile, necessaria, veloce e alternativa alle attuali (Loppa, Mologno). Inoltre collega l’ospedale immediatamente al fondovalle con indubbi vantaggi.
Poi la bretella fra il ponte “Puccetti” e lo stabilimento KME: questa consentirà l’eliminazione di gran parte del traffico pesante dai centri abitati lungo la statale nei paesi da Calavorno a Fornaci. Nuove viabilità anche a Filecchio, per eliminare criticità e strettoie, e per consentire di creare una nuova strada per le scuole, oggi non agevole. Poi anche la strada fra Ponte di Campia e Fosciandora che consente una viabilità alternativa all’attuale ad esempio in caso di frane come è successo nelle scorse settimane. A Barga è previsto un intervento nella centrale zona del Giardino per la riqualificazione di Piazza Pascoli, Pista Onesti, area deposito CLAP. A questo proposito su Mologno è previsto il nuovo Centro Servizi CLAP.
Fondamentale poi, fra gli insediamenti produttivi di rilievo ai fini della riqualificazione e valorizzazione del tessuto urbano, lo stabilimento KME che è da considerarsi “strategico” per lo sviluppo sociale, economico e produttivo del territorio. L’Azienda procederà però alla riqualificazione e rinaturalizzazione delle fasce fluviali e a garantire il recupero urbanistico e funzionale degli immobili di riconosciuto interesse storico, architettonico, tipologico
e testimoniale nel rispetto delle loro caratteristiche. Gli immobili dismessi e sottoutilizzati ubicati ai margini del comparto produttivo potranno essere ristrutturati per ospitare attività e destinazioni diverse come ad esempio a uso residenziale o piccole attività commerciali.
Il Piano riconosce anche l’importanza del Centro Commerciale Naturale di Fornaci e Ponte all’Ania, e inoltre valorizza il castagneto da frutto con il progetto Giardino del Castagno che coinvolge Renaio e altre zone montane dove è prevista la possibilità di nuove edificazioni nell’ottica di mantenere le famiglie in queste zone.
Attenzione è poi posta sulla tutela paesaggistica e ambientale: si il via libera alle energie alternative con impianti fotovoltaici e centraline idroelettriche, sempre però nel rispetto e tutela dell’ambiente.
Un Piano che ha trovato consenso anche nell’opposizione in consiglio comunale che ne ha evidenziato i punti di forza, e il lavoro positivo dell’ufficio comunale, e che ha portato al solo voto di astensione delle opposizioni.

Mmm MARCO BONINI, the name sounds a bit familiar. Who is he again? Please remind me? There are runours that he is the new mayor of Barga. Funny, the charming and affable Umberto Sereno was ever present in his capacity as mayor, and he lived in Lucca! Mr. Bonini lives nearby but strangely enough we never see him.
Oh dear! An indifferent mayor and more of Barga’s green space being reclaimed for cars … What next?
