Day two of the simulated earthquake exercise EU Terex (Tuscany Earthquake Relief Exercise) in and around this area brought a few surprises. First of all heavy snowfall and dropping temperatures up in Garfagnana during the night added real problems to the already simulated difficulties for all of the emergency services taking part in Terex. Secondly, who would have thought just a few years ago of a situation where the administration and pupils of the elementary school in Barga waiting with bated breath for the arrival of technicians with their state-of-the-art equipment to test if the school building was up to earthquake standards and into the school marches, not the high-tech Americans but believe it or not, a team of non Italian or English speaking Russians.
Luckily the coordinator spoke very good English and so after the arrival of translator of his English into Italian a three-way, three language communications system was put into action. Another surprise for the administrators of Terex was that the Russian technicians after hauling all their equipment into the school had no intention of performing just a simulated test. As they come all this way they were going to do a real test and so that their data could be compared with the data prepared when the school was built.

This mixing of simulated and real continued right through the day as attention then moved from Barga further down the valley to Fornaci di Barga and the school which had been demolished previously (article here)
Once again it was the arrival of another Russian civil defence team with their sniffer dog which took centre stage as they searched amongst the wreckage for survivors real and simulated. And here things took a slightly surreal edge really isas due to the now freezing conditions some of the volunteers hidden under the wreckage ready for the Russians to find them, started to suffer from their cramped and cold conditions.
With the EU Terex observers from around Europe watching every move, numerous helicopters flying overhead and even a radio controlled mini helicopter equipped with a web cam floating above the scene, using pneumatic drills and grinders to clear away some of the destroyed reinforced concrete, the Russians eventually pulled out all the planted survivors who were then stretchered out of the area to the simulated hospital area nearby in Fornaci except one who needed real medical attention suffering from the first stages of hypothermia.
EU Terex 2010 -- The scenario envisaged is that of a simulated earthquake — in the area around Piazza Serchio with simulated damage in and around Barga. The organisers of EU Terex 2010 are planning on simulating damage and response by emergency services to the same kind of earthquake which struck Garfagnana on the 6th -7th September in 1920 and caused 171 deaths. The scenario this November will be of an earthquake registering 10 on the Mercalli scale with between 1000 to 7,000 victims and 4o,000 to 2oo,000 houses collapsed and roads blocked not just in the provinces of Lucca and Massa, but also in neighbouring areas.
The purpose of the exercise is to enhance the effectiveness in response to the disaster by testing models of intervention in order to reduce time to deployment of SAR teams in Europe, and accelerate decision-making at central and local level and at European level.
Se davvero ieri si fosse verificato un sisma di 6.4 di magnitudo in Garfagnana, oggi come sarebbe? Terex, la più grande esercitazione europea di protezione civile, organizzata dal Dipartimento Nazionale di Protezione Civile, dalla Regione Toscana, dalla Provincia e dalla Prefettura di Lucca, entra nel vivo delle operazioni di intervento e soccorso.
Un evento del genere vedrebbe coinvolte oltre 7.000 persone: edifici distrutti, adulti, bambini, anziani intrappolati sotto le macerie, ospedali presi d’assalto, niente energia elettrica, niente telefoni, niente comunicazioni; la terra che prima ha tremato, frana, i monumenti si sgretolano, feriti e cadaveri aumentano.
Ecco le aree di intervento e i cosiddetti scenari aggiuntivi del “terremoto organizzato”, di venerdì 26 novembre 2010, in cui si misureranno senza sosta soccorritori e finti feriti:
Una frana sulla SR 445 distrugge pullman di studenti – In via Umberto I, a Piazza al Serchio, dalle prime ore della mattina saranno disposti massi sulla carreggiata per simulare una frana che avrà distrutto un pullman in transito. Alle 14.00 i tecnici della Provincia di Lucca – Servizio Viabilità e Protezione Civile, insieme ai soccorritori, inizieranno ad estrarre 5 falsi feriti e riusciranno solo nel tardo pomeriggio a riaprire la strada alla viabilità, dopo aver realizzato una barriera paramassi provvisoria. L’area di intervento sarà “smontata” solo sabato mattina.
Ore 9.00 – 10.00 Impedire il rischio di esondazione per danni alla diga di Vagli – le scosse di Terex possono aver provocato danni al sistema degli organi di manovra della Diga di Vagli. L’invaso potrebbe non tenere. Dalle 9.00 alle 10.00 il Servizio Difesa del Suolo della Provincia di Lucca, i Vigili de Fuoco ed Enel simuleranno, dopo un controllo scientifico sul corpo diga e sugli organi di manovra, la necessità di svaso rapido.
Ore 12.30 Unità Racis a Castelnuovo Garfagnana per il riconoscimento dei cadaveri – L’unità RaCIS (Raggruppamento Carabinieri Investigazioni Scientifiche) sarà impegnata nella simulazione delle attività di riconoscimento cadaveri, al Palazzetto dello Sport di Castelnuovo Garfagnana. Sarà questo uno degli scenari più impressionanti, grazie alle elaborate e assolutamente verosimili operazioni di allestimento e trucco.
Ore 15.00, working area -- Nel frattempo le squadre di intervento entreranno in azione sulle tre working area di Sillano (via Roma), Cascina di Camporgiano e Fornaci di Barga (via Enrico Medi): sotto le macerie delle vecchie scuole elementari, abbattute qualche giorno fa, dovranno essere individuate ed estratte le persone e prestate e prime cure mediche presso le tende di soccorso.
Ore 16.00, area di ammassamento di Castelnuovo – Possibilità di visitare l’area di ammassamento di Castelnuovo Garfagnana, nei pressi degli impianti sportivi e i le PMA (Punti Medici Avanzati) organizzati in collaborazione delle Regioni Marche e Umbria.
